In the 19th century, Jeremy Bentham proposed the Panopticon: a circular prison with a central watchtower, where a single guard could observe all prisoners without them knowing if they were being watched at that moment. Today, there are no physical walls, but surveillance remains — invisible, hidden in calculations, digital flows, and automated decisions that shape behaviors before we can reflect.
The Panopticon: From Concrete to Code
The idea was simple and perverse: a circular prison, with a central watchtower from which a single guard could observe all prisoners, without them knowing if they were being watched at that moment. The constant uncertainty — "Am I being watched now?" — functioned as a self-control mechanism. It wasn't necessary to watch everyone all the time; it was enough that they believed they were being watched.

The digital Panopticon doesn't need walls — it functions through the sensation of freedom. We think we choose freely, but our decisions have already been architecturally guided before we even become aware of them.

In Bentham's Panopticon, the guard was visible (even if we didn't know when they looked). In the digital Panopticon, the guardians are invisible — lines of code, machine learning models, recommendation systems that operate without a face, without a name, without individual responsibility.
Who Programs the Programmers?
The central question isn't just "does the algorithm watch me?", but "who defines the algorithm's objectives?" If the objective is to maximize screen time, the algorithm will addict you. If the objective is to sell products, the algorithm will manipulate your emotional vulnerabilities. If the objective is to influence elections, the algorithm will polarize to increase engagement.
The danger isn't in the algorithm itself, but in the interests the algorithm serves.
Resistance in the Digital Panopticon
If the Panopticon functions through the certainty of surveillance (or the uncertainty whether we're being watched), resistance involves:
- Awareness: Recognizing that we're not choosing freely
- Selective opacity: Protecting data, using privacy tools, creating "noise" in profiles
- Deceleration: Introducing friction in impulsive decisions induced by algorithms
- Alternative infrastructure: Supporting decentralized, open source, non-profit platforms
- Regulation: Demanding algorithmic transparency, public audit, right to explanation
The exit from the digital Panopticon isn't denying technology, but reprogramming its objectives. Algorithms can serve human autonomy instead of diminishing it — but this requires political struggle, not just technical.
The Future of Surveillance is Predictive
Bentham's Panopticon watched what you did. The digital Panopticon watches what you will do. Facial recognition systems predict crimes before they happen (Minority Report stopped being fiction). Credit algorithms decide your financial future based on correlations you don't know. HR systems reject resumes by patterns that not even humans review.
When surveillance becomes predictive, it stops just observing — it shapes future realities.
